In an uncertain world, the families who plan ahead are the ones with options.
At Prospecta Development, we have been building luxury properties in Paphos since 1980. Over four decades, we have sat across the table from hundreds of families making one of the most significant decisions of their lives: where to invest, how to protect their wealth, and how to secure a future for the generations that follow.
Time and again, the answer is Cyprus.
We have just released our comprehensive Investor Guide — a detailed, honest resource for anyone seriously considering EU Permanent Residency through Cyprus property investment. Here is what you need to know.
Why Cyprus, and Why Now
Cyprus offers something rare in the current European landscape: a straightforward, well-established path to EU Permanent Residency from a minimum investment of €300,000 in qualifying property. No language test. No minimum stay requirement. Approval typically granted within 2–3 months.
Compare that to Portugal, where the minimum investment starts at €500,000 and processing can take 12–18 months. Or Malta, where complex application structures and lengthy timelines make the process significantly more burdensome. Or Greece, where the €250,000 entry point looks appealing — until you factor in the slower processing times and the absence of the same tax advantages.
Cyprus consistently wins on the factors that matter most to serious international investors: speed, cost, tax efficiency, and legal clarity.
Beyond the residency programme itself, Cyprus holds structural advantages that compound over time. As an EU member since 2004, it offers full access to the European single market and freedom of movement across 27 member states. Its corporate tax rate of 12.5% is among the lowest in the EU. It levies zero inheritance tax — one of the very few European countries to offer this benefit. And its legal system, based on English common law, is familiar and transparent to international investors from across the globe.
For families looking to protect and transfer wealth across generations, this combination is genuinely difficult to match anywhere in Europe.
What EU Permanent Residency Actually Means for Your Family
Freedom of movement across 27 EU member states. Access to world-class European education and healthcare systems. The right to live, work, and invest across the European Union — for you, your spouse, and your dependent children.
And critically: you do not have to change your life to get it.
The only ongoing requirement under the Cyprus Permanent Residency programme is a visit to the island at least once every two years. Your primary residence, your business, your existing commitments — none of that needs to change. You simply gain the security of a permanent European base, and everything that comes with it.
For many of our clients, what begins as a strategic planning decision becomes something more personal. Cyprus has a way of doing that. Three hundred and forty days of sunshine, a pace of life that restores perspective, excellent international schools, and a country that genuinely welcomes those who choose to invest in it. Many investors who come purely for the residency end up spending far more time here than they ever anticipated.
The Process, Simplified
We have guided hundreds of international families through this process across multiple markets — Israeli, Gulf, Russian, CIS, British, and beyond. We know the questions that keep people up at night, and we have answered them all in our Investor Guide. But here is the overview.
The process begins with a consultation. We sit down with you — virtually or in person — to understand your objectives, your timeline, and your family’s specific situation. From there, we guide you through property selection from our portfolio of award-winning Paphos developments, legal setup with your appointed Cypriot lawyer, document preparation, and application submission.
The application covers the main applicant, spouse, and dependent children under 18. Required documentation includes a valid passport, a clean criminal record, proof of investment funds, and evidence of a secured annual income from abroad — a minimum of €30,000 for the main applicant, with €5,000 increments per dependent.
From first conversation to EU Permanent Residency card in hand: typically 4–6 months.
We work alongside your appointed legal team throughout every step. Our clients are never navigating this alone.

The Families Who Act
In over 44 years of building in Cyprus, we have watched the families who planned ahead thrive — and we have watched others wish they had moved sooner.
The clients who come to us are not running from anything. They are building towards something: security for their children, flexibility in an uncertain world, and an investment that performs while giving their family options that money alone cannot buy.
We have seen this across every market we serve. Israeli families who wanted an EU base close to home. Gulf investors seeking asset diversification and lifestyle optionality. Russian and CIS clients planning intelligently for the long term. What they all share is the recognition that the best time to secure options is before you urgently need them.
Our Investor Guide is the starting point for that conversation. It covers everything — the why, the how, the costs, the taxes, the comparisons, and the process — in plain language, without pressure. It is available in English, Hebrew, and Chinese.
