Short answer: buying off-plan means agreeing to buy a home before it is finished, paying in stages as construction progresses. In Cyprus it usually gets you a better choice of units and a new, energy-efficient home. The risk sits with the developer’s ability to deliver, so check their completed projects, have an independent lawyer review the contract, and lodge the contract at the Land Registry. A new-build home of €300,000 + VAT or more, bought first-hand from the developer, can also support a permanent residency application.
Why buyers choose off-plan
- Choice: the best positions, views and layouts go first.
- A new home: current energy standards, new systems and lower maintenance in the early years.
- Staged payments: you pay as the building progresses, not all at once.
- Input on finishes: some developers let you choose tiles, kitchens or layouts at agreed stages.
How it works, step by step
- Choose the development, then the unit. Compare covered area, verandas, orientation, privacy, parking, storage and communal facilities, not just bedrooms.
- Check the developer. Ask how long they have operated, visit projects delivered several years ago, and ask who manages construction and after-sales.
- Get the plans and written specification. The contract, not the renders, defines what you are buying: kitchen, wardrobes, flooring, air-conditioning, insulation, windows, landscaping and pool.
- Agree the payment schedule. Know the deposit, what triggers each stage payment, the delivery date and what is due at handover.
- Have your lawyer review the contract. The seller must attach a recent Land Registry Search Certificate showing any mortgages or restrictions, and can be fined if they do not.
- Lodge the contract at the Land Registry. This protects your right to the property while construction continues and until title is transferred.
- Follow construction. Agree how often you will receive photos, videos or site visits, and who your contact is.
- Inspect before handover. List defects in writing and agree when they will be fixed. An independent surveyor is worth considering.
What about title deeds?
A new property under construction does not yet have its own title deed. Separate titles are issued after completion and the relevant permits, and can take time. Until then, your lodged sale contract protects you. Ask your lawyer to explain where the project stands and what remains before titles can be issued.
How to judge a Cyprus developer
| Check | What to look for |
| Track record | Years in business through more than one market cycle |
| Delivered projects | Homes you can visit that were finished years ago, not just a show home |
| Transparency | Clear plans, specification and payment terms in writing |
| Communication | Regular construction updates for buyers living abroad |
| After-sales | A local team that stays responsible after handover |
Frequently asked questions
Is buying off-plan in Cyprus safe? It is protected by law but not risk-free. Lodging your contract at the Land Registry, using an independent lawyer and choosing a developer with completed projects are the main safeguards.
Do I pay everything upfront? No. Off-plan contracts normally use stage payments tied to construction milestones.
Do I get the title deed straight away? No. Separate titles are issued after completion; your lodged contract protects you until then.
Does an off-plan home qualify for permanent residency? It can, if it is a first sale from a developer at €300,000 + VAT or more and you meet the other criteria. Buying does not guarantee approval.
Can I buy off-plan while living abroad? Yes. Most of our off-plan buyers live abroad during construction and follow progress remotely.
